Summary

CVE-2019-9513 is a denial-of-service vulnerability affecting certain HTTP/2 implementations. The issue arises from resource loops that can be exploited by an attacker to create multiple request streams and manipulate their priorities. This constant shuffling of priorities causes significant churn to the priority tree, resulting in excessive CPU consumption and potential denial of service.
