CVE-1999-1590 is a directory traversal vulnerability affecting the Muhammad A. Muquit wwwcount (Count.cgi) version 2.3. An attacker can exploit this issue by manipulating the image parameter with ".." sequences, enabling unauthorized reading of arbitrary GIF files on the affected system. This vulnerability is distinct from CVE-1999-0021.
