CVE-1999-1418 is a vulnerability affecting ICQ99 ICQ web server build 1701 with the "Active Homepage" feature enabled. Attackers can exploit this issue by comparing server responses to determine the existence of files. When a file exists on the server, the response is a "404 Forbidden" error, while a non-existent file results in a "404 not found" error. This allows remote attackers to gain information about the server's file structure.
