Summary
CVE-1999-1406 is a vulnerability affecting Red Hat Linux 5.1. The dumpreg utility in this version of the operating system erroneously opens the /dev/mem device with read-write access (O_RDWR). Malicious local users can exploit this by redirecting standard output (fd 1) to the kernel, resulting in a denial of service (crash).
