This issue arises when an FTP client sends a PORT command to a Telnet port, causing the router to enter a state of continuous reconfiguration. As a result, the router becomes unresponsive, leading to a denial-of-service condition. Attackers can exploit this vulnerability by deliberately sending PORT commands to the affected routers, causing them to become unavailable.
