Summary

CVE-1999-0228 is a denial-of-service vulnerability affecting the RPC Locator (RPCSS.EXE) program in Windows NT. An attacker can exploit this flaw by sending specially crafted messages to the RPC Locator service, causing it to crash and become unresponsive. This can result in a denial-of-service condition, preventing legitimate users from accessing affected systems.
