Summary

CVE-1999-0228 is a denial-of-service vulnerability affecting the RPC Locator (RPCSS.EXE) program in Windows NT. Maliciously crafted messages can be sent to the RPC Locator service, leading to a resource exhaustion condition and causing the service to become unresponsive. This can result in a denial-of-service condition, preventing legitimate users from accessing essential network services. An attacker can exploit this vulnerability by sending specially designed packets to a targeted system, potentially causing widespread disruption and impacting network availability.
