Summary

CVE-1999-0103 is a vulnerability affecting Echo and Chargen UDP services. Hackers can exploit this issue by sending a large volume of UDP packets to the server in tandem, leading to a denial-of-service (DoS) attack, also known as UDP bombing or UDP packet storm. The flood of packets overwhelms the server's resources, making it unresponsive to legitimate traffic. This vulnerability can cause significant disruptions to network services if left unaddressed.
