Summary
CVE-1999-0103 is a vulnerability affecting echo and chargen UDP services. Attackers can exploit this issue by sending a flood of UDP packets to the server in tandem, causing a denial-of-service (DoS) condition, also known as an UDP bomb or UDP packet storm.
